Third Generation (3G) Cellular Mobile Services

To avoid the upfront debt problems encountered in the UK and Germany, OFTA adopted a royalty payments auction in September 2001. (See also John Ure's response to OFTA's Consultation Paper on 3G). Just four bidders for four licences paid the reservation price of HK$50 million per annum or 5 per cent of total revenue whichever is the greater for the first five years, thereafter the percentage rising for the duration of the licence. OFTA further requires up to 30 per cent of network capacity to be made available to mobile virtual network operators (MVNOs).
